Family Violence Prevention Program: Off reserve organizations call for proposals 2019-2020

The call for proposals for family violence prevention projects for organizations off reserve in 2019-2020 is now open.

The deadline to submit a proposal is Friday, March 8, 2019 at 11:59 pm Eastern Time.

About the call

The Family Violence Prevention Program (FVPP) supports the day-to-day operations of shelters on reserve and provides funding for community-driven proposals for family violence prevention projects on and off reserve.

Priority themes for 2019-2020

• outreach to Indigenous youth on the prevention of family violence
• empowerment of Indigenous women and girls to reduce the risk of vulnerability to violence
• vulnerability to violence associated with the transition between on reserve and off reserve living environments
• engagement of Indigenous men and boys in the prevention of family violence
• trafficking and sexual exploitation
• assessment of needs in prevention and protection against domestic violence
• wrap-around services and case management for victims of family violence

Selection criteria

Applications must include the following elements:

• a target audience (for example, women, men, youth, children or families) and target number or level of community participation
• a specific need (for example, addressing violence in high-risk communities, community barriers or challenges) and the prioritized theme
• a delivery method (for example, seminar, healing circle, cultural camp)
• an emphasis on leveraging partnerships and additional resources
  • identify potential partners (for example, federal, provincial, municipal or community governments, as well as communities and non-government organizations) and letters confirming the partnerships
  • identify the role of partners in your application
• expected results (for example integrated and culturally appropriate programming, increase in community awareness on family violence, a reduction in violent behaviours)
• linkages with community planning, objectives or identified needs
• if applicable, a sustainable best-practice project that could be shared and adapted for use elsewhere

Financial issues to consider

• The maximum amount of eligible funding per proposal cannot exceed $50,000.
• Overhead administrative costs such as supplies, IT equipment, rent, etc. cannot exceed 15% of the total approved amount.
• Prevention project expenses must be incurred by the project completion date, as set out in the approved project proposal. For example, salaries can only be paid for the duration of the project and cannot be used for permanent positions.
• Ongoing costs, such as treatment or counselling services, must be incurred by the project completion date. However, the funding recipient can refer clients to other services.
• Letters supporting additional sources of funding should be included with your application:
  • In-kind contributions can be any non-monetary good or service provided by an interested party without any expectation of reciprocal favorable treatment.

If approved, applicants will be required to complete the Family Violence Shelter and Prevention Project Annual Report PDF format (192 Kb, 5 pages).

Who can apply?

Indigenous organizations, associations and societies that have family violence prevention as part of their mandate will be prioritized or who have partnered with these organizations.

Organizations located off reserve that provide programs or services to First Nations, Inuit or Métis individuals, families and communities can submit a proposal. Projects can be delivered to populations located on and or off reserve.

Consideration will also be given to organizations located on reserve that mainly deliver services to populations located off reserve.

Organizations with a mandate to reach marginalized individuals at a higher risk of family violence may also be part of the prioritized organizations.

Deadlines

The deadline to submit a proposal is Friday, March 8, 2019 at 11:59 pm Eastern Time.

Projects must be completed by March 31, 2020.

5. All documentation, including attachments, should not exceed a total of 10 letter-sized pages
